The relevance of the article is that issues related to the provision of administrative services to individuals and le¬gal entities by public authorities, in particular, the Min¬istry of Internal Affairs of Ukraine and their structural units need special attention in terms of finding the op¬timal mechanism for regulating relations between these parties. based on a balanced approach. The special nature of these relations encourages to determine the directions of their own research, which would determine the legal status of participants in particular, the administrative and legal status of the Main Service Center of the Min¬istry of Internal Affairs of Ukraine, taking into account modern approaches to legal regulation of public services.
The article considers the methodological principles of scientific and cognitive activities that determine the best result of solving a certain legal problem of the legal char¬acteristics of the administrative and legal status of the Main Service Center of the Ministry of Internal Affairs of Ukraine. The author proceeds from the methodological principles of cognition, which are based on an integrative three-level system, which combines dialectically intercon¬nected: 1) principles of scientific cognition; 2) methodolog¬ical approaches; 3) methods of scientific research. Meth¬odological approaches and methods of knowledge of the administrative and legal status of the Main Service Center of the Ministry of Internal Affairs of Ukraine are determined.
It is concluded that the methodological approach to the legal characteristics of the administrative and legal status of the Main Service Center is: the basic ideas of an¬thropocentrism, organization and implementation of ad¬ministrative management based on the principles of law and order, human rights, human rights, compliance with human rights modern principles of “smart management”, digital transformation as one of the means to achieve the goal of modern doctrine of public administration, deter¬mining the administrative and legal status of the Main Service Center of the Ministry of Internal Affairs of Ukraine as a body whose principles should combine com¬ponents of modern approach to administrative services. Understanding and providing services as a means of law enforcement on the basis of a balanced balance and com¬promise of the interests of the individual of private law and public interests as well as interests of the community of such persons.
